Request for Letters of Interest: Talent Pathways Coordinating Entity/Project Manager

REQUEST FOR LETTERS OF INTEREST

The GO Virginia Region 3 Executive Committee will accept Letters of Interest from qualified organizations and entities to serve as the Coordinating Entity/Project Manager for an upcoming GO  Virginia Talent Pathways Initiative planning grant (GO Virginia TPI Guidelines). The role and responsibilities of the Coordinating Entity/Project Manager are presented in the Talent Pathways  Initiative Planning Application prepared by the Virginia Department of Housing and Community  Development (GO Virginia TPI Planning Application). 

The GO Virginia Region 3 Council has identified healthcare as the top priority industry cluster for this Talent Pathways Initiative planning grant. The Region 3 Council has found, since its formation in  2017, an ever-growing consensus among its business leaders, and economic and workforce development professionals, that the state of Southern Virginia’s healthcare causes a significant competitive disadvantage for the recruitment and retention of traded sector businesses and the creation of high-paying jobs. 

The GO Virginia Region 3 Council made healthcare a priority industry cluster in its first Growth &  Diversification Plan in 2017. The Council has subsequently reaffirmed healthcare as a priority in the  2019 and 2021 updates to the plan (GO Virginia Region 3 – 2021 Growth & Diversification Plan). 

The Coordinating Entity/Project Manager for this TPI planning project is expected to be located in  Region 3 and can operate independently throughout Region 3’s footprint. Further, the Coordinating  Entity/Project Manager will need to demonstrate experience in developing healthcare workforce development coalitions from a wide range of stakeholder groups in Southern Virginia. These groups will include major healthcare systems and providers, healthcare practitioners, non-profit and government healthcare organizations, local higher and K12 education institutions, regional foundations, local and regional governments, and other allied stakeholder groups. 

The GO Virginia Region 3 Executive Committee anticipates selecting a finalist at its meeting on March  22, 2023 but reserves the prerogative to continue the Coordinating Entity/Project Manager recruitment process. Once selected, a Memorandum of Agreement will be developed to engage the finalist for the project subject to the GO Virginia TPI planning grant award to the Region 3 Council by the GO Virginia State Board. The award is expected to be made at the GO Virginia State Board’s meeting on June 13, 2023. 

Letters of Interest should briefly state the basis for interest in this GO Virginia Region 3 planning project and qualifications.
