Contract Modifications
DHCD will consider requests for contract modifications, including no-cost extensions, budget modifications, post-award match waiver requests, and scope changes for currently funded projects. Request must be in writing and include the nature or the request, the justification, and how/if the modification will affect the project goals/outcomes.
We recognize significant disruptions may be occurring with your subgrantees and we will be flexible within the guidelines of the program to accommodate all requests. Post award match waiver requests and significant modifications to the scope of the project may require a board decision. Requests requiring board approval must be received two weeks prior to the scheduled board meeting date to allow for staff review and preparation for the board.
Enhanced Capacity Building Requests
Effectively immediately, DHCD will be moving to a rolling applications cycle for Enhanced Capacity Building grant requests. Consistent with Board Policy #3: Administrative Approval Process for Grants under $100,000 from Regional Per Capita Grant Allocations, applications may be submitted at any time to accelerate the deployment of resources. These will be reviewed by DHCD staff, administratively approved, and shared with the GO Virginia State Board at a future meeting. DHCD staff will work to provide a decision within 5 business days of receiving a final application.

Please see the modified schedule for the application submission and reviews. We are pushing the May application deadline back one week and all related activities forward as well to accommodate meeting disruptions due to the Governor’s emergency declaration.
